voip services

Since the last 4 days I have not been able to make any calls through freecall, since I am new to this service I am not aware if something more has to be downloaded onto my appliance, I have also spoken to other people around and none have been able to make any calls through your service, I have recently shifted to Dubai and I am told that it is the telecom service provider Etisalat who are discouraging the voip services in their region.
